What is the purpose of the sign in this picture? Apparently it is a pictogram of an axe, placed to direct someone to the real axe just below. Is it possible that someone would recognize the pictogram, without being able to recognize the real, and much larger axe just below? Those people should not be allowed to use axes, they would only make things worse, no matter how dire the emergency. Picture taken aboard the Salt Spring Island ferry.
